Vintage Milesimos F. B. P. Military Level Tool

This is a vintage what I think is a military level tool.  It is marked on one side Milesimos and has increments.  Also on the other side is what looks like F. B. P.  It has a vial with good bubble in very top.  Base is 3 7/8" x 2 1/8".  It stands 3 1/2" tall.  Overall width of instrument is 5 5/8".  I know nothing about this piece and do not know if it is complete or not.  It is being sold as is for parts and/or restoration.  It is very heavy unpacked weight is 2 pounds 5 ounces.  Buyer to pay s/h calculated in USA.  Email with questions.  NO INTERNATIONAL BIDDING.
