This is a Vintage 1974 Saint Paul Winter Carnival Snowman Pin Minnesota Salute To Northern Highlights Pinback MN 2 1/4" holiday advertisement collectible badge.
On the curl it states Western Badge with a union bug.
This pin features a classic representation of a snowman with a carrot nose and a top hat.
